It looks like those old cartoons that recycled backgrounds and only animated the parts of characters that were moving.
I’m gonna poke around that site for a bit and see if I can’t find something of interest.

This site is not functional
A couple hours is understandable. But for this to exist on the front page for a day isn’t. A couple of months ago, this site was essentially dead. Clearly it hasn’t fully recovered. Hopefully soon.
